A paper on how intelligent life could spread between galaxies within a short time, and what that implies for the Fermi paradox. The companion cites it for the estimate that an energy-collecting swarm built from Mercury's material would take decades, for the reach of probes at 0.5c to 0.99c, and for limits on usable mass-energy. It supports premise 3 of the long arc (C3) and Fig. 10a.
